Notice of street closure - Station Street, beginning May 28, 2025

Update: Work will continue this Saturday and Sunday May 31 and June 1
Station Street will re-open to all traffic at 5 PM on Friday, May 30. Work will continue at 77 Station Street on Saturday and Sunday where the street will remain open to all traffic, but minor delays may occur.
Caution should be used as there will be workers in the area.

The Town of Amherst will begin work to the building located at 77 Station Street starting on Wednesday, May 28, 2025, at 7:00 am. This work is expected to take 10 days. The building is being dealt with under Part XV of the Municipal Government Act and has been deemed a dangerous and unsightly premises.
Due to this, Station Street will be closed daily from Crescent Avenue to Abbott Street during weekday business hours (7 AM to 5 PM) until work is complete.
All avenues under the Municipal Government Act were pursued by the Town to have the owner(s) complete the required work, but the owner(s) have failed to take action. The Town is carrying out this work to ensure the safety of its citizens.

Playground Update: Lions Park swings temporarily removed

The swings at Amherst Lions Park have been temporarily removed as we await parts for repairs. This equipment will be made available again as soon as possible.

NOTICE OF INTENT: By-Law to Repeal the Vacant Building By-law, P-5

Notice is hereby given that the Amherst Town Council intends to consider a By-law to Repeal the Town of Amherst Vacant Building By-law, P-5.
The subject By-law, adopted in 2011, sets out requirements and standards for vacant buildings. In particular, it requires that vacant buildings be kept weather tight and secure from unauthorized entry. These requirements are already covered and enforced under the Dangerous or Unsightly Premises sections of the Municipal Government Act.
Council intends to give second reading at its next regular meeting scheduled for June 23, 2025 at 6:00 PM. Copies of the repealing by-law may be inspected and/or a copy obtained at the office of the Municipal Clerk, Dominion Public Building, 98 East Victoria Street, Amherst during regular business hours.

NOTICE OF INTENT: By-law to Amend the Building By-law D-6

Notice is hereby given that the Amherst Town Council intends to consider the adoption of a By-law to Amend the Building By-law D-6.
The purpose of the proposed amendments is to bring the By-law up to date due to recent changes to the Building Code Regulations and the National Building Code of Canada. The proposed amendments are mostly housekeeping in nature to update definitions to align with the Building Code Regulations and National Building Code wording.
Council intends to give second reading at its next regular meeting scheduled for June 23, 2025 at 6:00 PM. The proposed by-law may be inspected and/or a copy obtained at the office of the Municipal Clerk, Dominion Public Building, 98 East Victoria Street, Amherst during regular business hours.

Notice of Approval - Development Agreement: 112 West Victoria Street

Notice is hereby given that Amherst Town Council, at a meeting held May 26, 2025 passed a motion to enter into a Development Agreement on the property located at 112 West Victoria Street (PID 25000605) to permit the construction of two 16-unit and three 8-unit apartment buildings.
Section 249 of the Municipal Government Act provides the right to appeal this decision to the Nova Scotia Utility and Review Board within 14 days from the date of this notice.

May 26, 2025 Amherst Town Council – Meeting Highlights

Four new requests under the Community Support Grants Policy were approved by Council at Monday night’s meeting, totalling $33,320.
Funding in the amount of $15,000 was approved for the Westcumb Amateur Radio Club, to help financially support the purchase of a mobile radio communications trailer. The trailer is self contained and can be deployed where needed, providing valuable communication links as required for the club to support Regional Emergency Management Operations (REMO) in remote areas during an emergency. The Municipality of the County of Cumberland has also agreed to fund their portion of the cost.
Council approved funding in the amount of $1,600 to the Bridge Adult Service Centre for transportation costs to attend a tournament in Summerside.
A second funding request from the Bridge Adult Service Centre was approved in the amount of $14,720 to build a walking track around their facility. This new concrete walking track will be fully accessible and provide the clients with opportunities for increasing their daily physical activities in a safe and controlled area.
The fourth funding request approved by Council on Monday night was in the amount of $2,000 for Spring Street Academy Home and School Association for the upcoming Spring Fling event.
Amendment of Building Bylaw and Repeal of Vacant Building Bylaw
On April 1st, 2025, Nova Scotia adopted the latest edition of the National Building Code of Canada and new Building Code Regulations. Due to changes in the new regulations, the Town of Amherst's current Building Bylaw is no longer aligned with the updated codes. Council gave first reading to the proposed Building Bylaw amendments, mostly housekeeping in nature, to update definitions to align with the National Building Code and corresponding regulations.
The Town of Amherst Vacant Building Bylaw, adopted in 2011, sets out requirements and standards for vacant buildings. The Bylaw includes maintenance standards and provisions for boarding up vacant buildings that are already provided for by the Dangerous or Unsightly Premises provisions of the Municipal Government Act. As such, the Vacant Building Bylaw does not serve a useful purpose at this time. At Monday night’s meeting, Council give first reading of the Bylaw to Repeal the Town of Amherst Vacant Building Bylaw.
